1. Introduction

DevPDF - PDF Scanner & Editor ("we," "us," "our," or "the App") is committed to protecting your privacy. This Privacy Policy explains how our application collects, uses, discloses, and safeguards your information when you use our mobile application. Please read this policy carefully. By downloading, accessing, or using DevPDF, you agree to the collection and use of information in accordance with this policy.

The core philosophy of our App is Privacy by Design. We are a utility application that processes your documents directly on your device. Your PDFs, images, and scanned documents are never uploaded to any external server.

Local Processing Guarantee: All document processing β€” including editing, merging, splitting, scanning, OCR, watermarking, and converting β€” happens entirely offline on your own device. We never access, read, upload, or store the content of your documents.

2. Information We Collect

A. Personal Data

We do not directly collect personally identifiable information (PII) such as:

  • Names, email addresses, or phone numbers.
  • Account credentials or login information.
  • Location data (GPS or IP-based).
  • The content of your PDF files, images, or scanned documents.

B. Usage Data & Analytics

We do not track your usage behavior, screen views, or interaction history within the App. We do not use any first-party analytics services like Google Analytics or Firebase Analytics.

C. Information Collected by Third-Party Advertising

Our App displays advertisements through Google AdMob, a third-party advertising service provided by Google LLC. When ads are displayed, Google AdMob may automatically collect certain information, including:

  • Device Information: Device type, model, operating system version, unique device identifiers (such as the Android Advertising ID), screen size, and language settings.
  • Network Information: IP address, mobile carrier, and network connection type.
  • Ad Interaction Data: Information about ads shown to you and your interaction with them (impressions, clicks, and ad performance metrics).
Important: The data collected by Google AdMob is governed by Google's own privacy policies. We do not control this data collection and do not have access to the personal data Google collects through its advertising services.

3. How We Use Information

The limited information that is processed in connection with our App is used solely for the following purposes:

  • Providing Core Functionality: Processing your documents on-device to deliver the PDF tools you use (edit, merge, split, scan, OCR, convert, etc.).
  • Displaying Advertisements: Serving non-intrusive interstitial ads between tool operations through Google AdMob to support free access to the App.
  • App Improvement: If we receive crash reports through the Google Play Console (opt-in at device level by the user), we use anonymized crash data to fix bugs.

We do not sell, rent, lease, or trade your personal information to any third party for marketing or commercial purposes.

4. Advertising

Our App uses Google AdMob to display interstitial advertisements. These ads are shown after certain tool operations are completed (e.g., after merging, converting, or editing a PDF), before the success result screen. Ads are designed to be non-blocking β€” you can always dismiss or close them.

How Ads Work in Our App

  • Ads appear only after a tool operation completes, never during your workflow.
  • If an ad fails to load (e.g., due to poor network), the App proceeds normally without any interruption.
  • Static image ads can be dismissed immediately; video ads can be skipped after a maximum of 5 seconds (controlled by Google's policies).

Advertising Identifiers

Google AdMob uses the Android Advertising ID (AAID) β€” a user-resettable identifier provided by the Android operating system β€” to serve relevant ads. You can reset or opt out of personalized advertising at any time:

  • Go to your device Settings β†’ Google β†’ Ads
  • Toggle "Opt out of Ads Personalization" (or "Delete advertising ID" on Android 13+)
Your Control: If you opt out of personalized ads, you will still see ads, but they will be generic (non-targeted) and not based on your interests or behavior.

5. Permissions & Device Access

To function as a comprehensive PDF toolkit, the App requires specific system permissions. We request only what is strictly necessary for each feature.

Camera Access CAMERA

Why we need it: Required for the Document Scanner feature to capture images of physical documents directly from your camera.

What we do with it:

  • Capture images for the document scanning functionality.
  • Images are processed entirely on-device and are never uploaded to any server.
  • You can choose to deny this permission and still use all other features of the app.
Storage Access WRITE_EXTERNAL_STORAGE

Why we need it: Required on devices running Android 9 (API 28) and below to read and save PDF files to your device storage.

What we do with it:

  • Read PDF files that you select for editing or viewing.
  • Save edited or converted PDF files to your chosen location.
Internet Access INTERNET

Why we need it: Required for two purposes:

  • Google ML Kit: One-time download of on-device machine learning models for the document scanning feature.
  • Google AdMob: Loading and displaying advertisements within the App.

We do not upload any of your documents, images, or personal data over the internet.

Photo Gallery Access READ_MEDIA_IMAGES

Why we need it: Required on Android 13+ devices to access your photo gallery for the "Image to PDF" conversion feature.

What we do with it:

  • Access images you specifically select to convert into PDF documents.
  • We only access the images you choose β€” we do not scan or access your entire gallery.
  • Selected images are processed entirely on-device and are never uploaded anywhere.
Network State ACCESS_NETWORK_STATE

Why we need it: Used by the Google AdMob SDK to detect network availability before attempting to load advertisements. This permission does not grant access to any personal data.

6. Permissions We Do NOT Request

To ensure maximum privacy, our App explicitly avoids requesting sensitive permissions that are not critical to PDF management:

  • ❌ No Microphone Access: We do not record audio.
  • ❌ No Contacts Access: We do not read your address book.
  • ❌ No Location Access: We do not track your physical location.
  • ❌ No Phone State Access: We do not access your call logs or phone number.
  • ❌ No Background Data Access: We do not access or process data when the App is closed.

We utilize the following libraries and services. On-device libraries do not transmit any data. Network services are clearly marked.

Google ML Kit

We use Google's ML Kit for document scanning and text recognition (OCR). This service downloads machine learning models to your device and processes all documents on-device β€” your documents are never sent to Google's servers for processing. See Google ML Kit Documentation.

Google AdMob

We use Google AdMob to serve interstitial advertisements. Google AdMob is operated by Google LLC and may collect data as described in Section 2C and Section 4 of this policy. See Google AdMob Data Disclosure.

8. Data Security

We take the security of your data seriously. Since we do not transmit your personal documents or files to any server, your documents are as secure as your device itself.

  • All PDF processing occurs locally in sandboxed memory and temporary files that are automatically cleaned up after each operation.
  • There is no "backend database" or "user accounts" for this App that can be breached, as we do not maintain any.
  • We recommend keeping your device OS updated and using device-level security (PIN, pattern, or biometrics) to protect your local data.

For data processed by Google through AdMob, Google employs industry-standard security measures as described in the Google Privacy Policy.

9. Data Retention

Since we do not collect or store your personal data on any server, there is no data retention period applicable from our side. Specifically:

  • Documents & Files: All files remain on your device under your control. We do not retain copies of any documents you process.
  • Temporary Files: Temporary files created during PDF operations are automatically deleted after each operation or when the App is restarted.
  • Ad-Related Data: Any data collected by Google AdMob is retained according to Google's data retention policies. Please refer to Google's Data Retention Policy.

10. Your Rights Under GDPR (European Economic Area)

If you are a resident of the European Economic Area (EEA), you are afforded certain rights under the General Data Protection Regulation (GDPR). Even though our App does not directly collect personal data, our use of Google AdMob means that Google, as a data processor, may process certain data as described in Section 2C.

Legal Basis for Processing

The legal basis for any data processing conducted by Google AdMob in connection with our App is:

  • Consent: Where required, Google AdMob will present a consent dialog (via the Google User Messaging Platform) before collecting data for personalized advertising.
  • Legitimate Interest: For non-personalized ads that do not require personal data profiling.

Your GDPR Rights

Under the GDPR, you have the following rights:

  • Right of Access: You have the right to request information about the data processed in relation to your use of the App.
  • Right to Rectification: You have the right to request correction of inaccurate personal data.
  • Right to Erasure ("Right to be Forgotten"): You may request deletion of personal data. Since we do not store personal data, this right primarily applies to data held by Google. You can manage Google's data about you at Google Privacy Dashboard.
  • Right to Restrict Processing: You may request restriction of processing of your personal data.
  • Right to Data Portability: You have the right to receive your personal data in a structured, commonly used, and machine-readable format.
  • Right to Object: You may object to the processing of your personal data, including opting out of personalized advertising.
  • Right to Withdraw Consent: Where processing is based on consent, you may withdraw it at any time without affecting the lawfulness of processing based on consent before its withdrawal.

How to Exercise Your Rights

  • Opt out of personalized ads: Go to Settings β†’ Google β†’ Ads β†’ "Opt out of Ads Personalization" on your device.
  • Reset Advertising ID: Go to Settings β†’ Google β†’ Ads β†’ "Reset advertising ID".
  • Delete Advertising ID: On Android 13+, go to Settings β†’ Google β†’ Ads β†’ "Delete advertising ID".
  • Manage Google data: Visit Google My Account to review and manage data that Google has collected.

11. Your Rights Under CCPA (California Residents)

If you are a California resident, the California Consumer Privacy Act (CCPA) and the California Privacy Rights Act (CPRA) grant you specific rights regarding your personal information.

Your CCPA/CPRA Rights

  • Right to Know: You have the right to know what personal information is being collected about you and how it is used. We disclose this in Section 2 and Section 4 of this policy.
  • Right to Delete: You have the right to request deletion of personal information. Since we do not directly collect personal information, this right applies to data held by Google AdMob.
  • Right to Opt-Out of Sale/Sharing: We do not sell your personal information. The data collected by Google AdMob for ad serving does not constitute a "sale" under CCPA, but if you wish to opt out of personalized ads, follow the steps in Section 4.
  • Right to Non-Discrimination: We will not discriminate against you for exercising any of your CCPA rights.
  • Right to Correct: You have the right to request correction of inaccurate personal information.
  • Right to Limit Use of Sensitive Information: We do not collect or process sensitive personal information as defined by the CCPA.

"Do Not Sell or Share My Personal Information"

We do not sell your personal information as defined by the CCPA/CPRA. The information processed by Google AdMob for advertising purposes is handled under Google's terms and is not considered a "sale" by our App. However, you may opt out of personalized advertising at any time through your device settings as described in Section 4.

12. International Data Protection Laws

In addition to GDPR and CCPA, we are committed to compliance with data protection laws in other jurisdictions:

Brazil β€” LGPD (Lei Geral de ProteΓ§Γ£o de Dados)

If you are a resident of Brazil, you have rights similar to GDPR regarding your personal data, including the right to access, correction, deletion, and data portability. For requests under LGPD, contact us at the email address in Section 15.

United Kingdom β€” UK GDPR

Post-Brexit, the UK has adopted its own version of GDPR. UK residents have equivalent rights as described in Section 10 (GDPR). The same mechanisms for exercising your rights apply.

Canada β€” PIPEDA

Canadian users have the right to access their personal information, request corrections, and withdraw consent. Since we do not directly collect personal data, these rights apply to data processed by Google. Contact us for assistance.

India β€” DPDP Act (Digital Personal Data Protection Act, 2023)

If you are a resident of India, you have rights under the DPDP Act including the right to access, correction, erasure, and grievance redressal. For any requests, contact us at the email in Section 15.

Australia β€” Privacy Act 1988

Australian users have the right to access their personal information and request corrections under the Australian Privacy Principles (APPs). Contact us for assistance with any privacy-related requests.

13. Children's Privacy (COPPA & International Compliance)

Our App is a general-purpose productivity tool designed for all users. We take children's privacy seriously and comply with:

  • COPPA (USA): Children's Online Privacy Protection Act β€” We do not knowingly collect personal information from children under 13.
  • GDPR-K (EU): Under GDPR, processing of personal data of children below 16 (or the applicable national threshold) requires parental consent.
  • Age-Appropriate Design Code (UK): We follow best practices for privacy-protective design.

Since this App does not directly collect, store, or transmit personal data, compliance with children's privacy laws is inherently satisfied for our direct operations. Google AdMob is configured to comply with applicable children's privacy regulations. If you believe that a child under 13 has provided personal information through the ad service, please contact us immediately.

14. Changes to This Policy

We may update our Privacy Policy from time to time. When we make material changes, we will:

  • Post the updated Privacy Policy on this page.
  • Update the "Last Revised" date at the top of this policy.
  • For significant changes, we may notify users through an in-app notice or the app store listing.

Your continued use of the App after modifications constitutes your acceptance of the updated policy. We encourage you to review this Privacy Policy periodically.
